Togo will produce its own drones. And it all starts in Lomé.

On May 18, 2026, Togo and Poland crossed a decisive milestone by signing a financing agreement of 24 million euros, equivalent to more than 15 billion CFA francs, for the Centre for Security Technologies (CTS) in Lomé. Implementation is entirely entrusted to Cyber Defense Africa (CDA).

This agreement crowns seven years of groundwork. In 2019, Togo and Poland created CDA, the benchmark joint venture of Togo’s technology sector, held 68% by the Republic of Togo and 32% by Asseco Data Systems. A trust built over time that today opens the doors to major investments.

The CTS rests on two complementary pillars:

First pillar: the Africa Drone Company (ADC) a platform for designing, assembling, and producing drones made in Togo. For the first time in West Africa, Togo will no longer be content to import unmanned aerial systems. It will design and export them.

Second pillar: the National Digital Security Academy (NDSA) an excellence school that trains, every two years, after rigorous selection from nearly 2,000 candidates, the best Togolese talent in artificial intelligence, autonomous systems, and network engineering. Graduates will directly feed the ADC. One produces, the other trains.

Financing and diplomatic engagement

The CTS is financed by the Bank Gospodarstwa Krajowego (BGK), the development bank of the Polish State, which mobilizes 24 million euros under the European EFSD+ mechanism and the Global Gateway strategy of the European Union, a first for BGK on the African continent.

The signing ceremony brought together H.E. Mme Cina Lawson, Minister of Public Service Efficiency and Digital Transformation, and a high-level Polish delegation led by H.E.M. Krzysztof Gawkowski (Vice-Prime Minister and Minister of Digital Affairs), Prof. Marta Postuła (First Vice-President of BGK), Andrzej Dopierala (President of Asseco Data Systems), and Commander Gbota Gwaliba (Director General of the National Cybersecurity Agency of Togo).

The Polish delegation was also received in audience by the President of council H.E.M. Faure Essozimna Gnassingbé, underscoring that the CTS is a state priority. They visited key projects in Togo’s technology and digital ecosystem, namely the Djanta Tech Hub and the Togo AI Lab. The delegation also toured the Palace of Lomé and the museum in Aného, validating on the ground the operational anchoring of this ambition.
